Alchemist Formula Book - Higher level formula

Creating an alchemist, and based on the Formula Book description any lower lever formula should essentially auto-heighten when improved versions are available.

I’m seeing that with some (Alchemist Fire and Acid Flask for example), but not others (Ghost Charge, Bottled Lightning, Quicksilver Mutagen)
