Builder stops working at 20th level

The builder stops working at 20th level.

Which is probably fine for general play - but doesnt give us enough to make Kaladin, Shallan, Jasnah and Dalinar who are all probably rank 25-35 by the end of Rhythm of War.

I tried making Kaladin as he was at the the start of Rhythm of War here:

Demiplane

And still need to give him: Predict (Scholar), Take Squire, Reverse Lashing, Stormlight mending and Aerial Squadron (All Windrunner) - so about level 25.

He’d be level 30 by the end of the book.
