Can Adversaries use the Recover Action?

Is it ever specified if enemies in combat can use the Recover action to restore HP or Focus? Every section I’ve read in the Player Handbook and World guide just say that adversaries have access to the same basic actions and reactions that the players have, which would include the Recover 1/scene. But their stat blocks don’t list a Recovery Die value, which leads me to assume that they can only rely on any special actions their stat block lists for recovering Health or Focus.

This makes sense, as they probably dont intend for every enemy to effectively carry a healing potion on their person. But I want to double check, as I want to make sure I’m not boosting or nerfing the enemy health pools by adding/removing a core ability.
