I am making a character who is level 8 and it wont let me buy anythjing over rarity 1 as at Lvl 8 be able to buy rarity 2 items.
It looks like at the moment the character builder is limited in rarity. However if you want to add those items you should be able to do so once you leave the character builder and are on your actual character sheet.
