Will there be a way to create NPC characters using content from the Sabbat and Second Inquisition books?

You can create characters using Sabbat powers in the builder already. The World of Darkness team insisted that those powers be removed from the “default” view since newer players could mistakenly choose those pretty easily, but you can enable Sabbat powers in the Disciplines & Powers Settings section (gear icon).
As for Second Inquisition, any player options would already be available (like the handful of Thin-Blood Alchemy formulas and Items), but we’ll also have Hunter NEXUS character tools in the coming months that will allow for some great antagonists for Vampire games.
