A racial feat that elves can take is called free heart, it lets you select a common background and you gain the skills and feats granted by the background and nothing else. If you select free heart in the character builder, no options pop up making you have to manually enter any background info in yourself.

At the moment we don’t currently have support for feats that grant an extra background like Free Heart (and I believe there’s another Elf feat that does similarly). I’ll put in a feature request to make sure we’re tracking this however and I’m sorry for the trouble!
