I just want to make sure I’m getting it right: A level 10 character can get 10 powers from 3 different sets, but if they only use 2 sets and utility powers they get 11? How about 1 set?
The book does not specify if taking all of your powers from one set (when you have access to three) will net you two additional powers. My guess, it may in the final version of the book, but thus far only one extra power can be gained by limiting your powers sets.
