Undying Conviction marked as not meeting prerequisites?

I have a wizard (not necromancer school) but able to cast animate undead and has taken the reanimator dedication. Maybe I’m reading the entry incorrectly, but shouldn’t the prerequisites be met for undying conviction? Is the semicolon in this listing an AND or an OR?
